Avoiding duplicates while uploading the Bulk Campaign contact list

As of now, when we upload a contact list in the Bulk SMS campaign, it does not check for duplicate contacts and adds all the phone numbers from CSV to the campaign list. This led to a problem where multiple duplicate messages were sent to one contact number, and unnecessary charges were levied.

To avoid this - we should not allow uploading duplicate contacts in Bulk SMS contact list.
