Control on Adding/Deleting/Editing Contacts in Blacklist/Blocked List

Account Owners/Admins should have the ability to control whether a team member or a custom role can add, delete, or edit contacts in the Blacklist/Blocked list. This permission setting should be available under the Roles and Permissions section.

This control is essential to prevent accidental or uninformed actions by team members that could result in legitimate contacts being blocked, thereby disrupting communication.
