Add toggle for controlling the AIVA call summary sent via email - "Notification Center"

For numbers assigned to AIVA, a call summary is sent via email. However, the "AI Summary of Calls" option in the notification center does not control these emails.

To improve user control, the notification center should have a toggle to enable or disable AIVA call summary emails.
